“Nobody told me it was illegal.” – that’s how passengers of pseudo-taxis explain themselves to the Police or Road Transport Inspectors. However, ignorance of the law does not protect anyone in this country. What is the risk of a passenger using some mobile applications to order a taxi? And why doesn’t anyone talk about it?
Cool app, modern design, new quality of taxi services. Cashless, clean, easy, fast, trouble-free. This is how users perceive the use of taxi services via a mobile application. But as it is in life, if something is too beautiful, it is known that somewhere there is a rasp.
Drivers who carry out such orders are usually non-taxi drivers. For some passengers, this is even a valuable circumstance. However, Polish law prohibits performing transport services without special permissions. Everyone who is not authorized to perform this service is liable to a fine of several thousand. A passenger traveling with a driver without permission is not currently subject to a fine, but he is forced to act as a witness. The first interrogation is already taking place at the scene of the incident, i.e. at the time of detention for inspection. Further interrogations take place at the police station and in court. Apart from the huge loss of time, we end this adventure with a “patch” of assistance in committing a crime. Such detentions are becoming more common, the authorities are trying to fight the black market in this way.
The owners of mobile applications are aware of violations of the law, but for obvious reasons they do not warn their clients about the consequences. The government is rather silent, because the gray area is not a reason to be proud, and work on the amendment of the law, which organizes the market, lasts a long time. Dishonest drivers pay fines of several thousand. Taxi drivers block the city out of powerlessness. The consequences are borne by everyone, including passengers. They are not the sole responsibility of the app owner, who is currently not responsible for anything.
It should be noted that not all mobile applications associate us with an illegal carrier. There are those that work only with legal taxi drivers. Using them does not carry the above mentioned risk.
Each of us wants to live in a free state, which is synonymous with the free market. So why in this case we cannot decide for ourselves which product is good and which is not?
Well we can. With the taxi market is just like with any other market. Until we buy anything from the laser, we can choose from various companies’ offers. However, if we decide on a product from a scratch, we must take into account the consequences, even if the issues of our conscience remain intact. This is also the case here. Drivers without proper authorization do not show their revenues anywhere. They do not pay taxes or ZUS. They also bear no other “taxi” obligations. They steal the service of legally earning taxi drivers whose costs do not allow them to be competitively priced against thieves.
A distinction must therefore be made between free market issues and thieves. Striking taxi drivers did not protest against competition as such. They were on strike against a driver in the car who was secretly hiding in an unmarked car. Is this still a free market?
Therefore, it is worth considering: whether to be a secret client of a secret fraudster? Escaping from the Police and ITD in a different direction than originally envisaged in order to avoid control? The more so because many legitimate taxi corporations offer equally modern solutions that can be used without exposure to unpleasant consequences.

Generalizing the taxi profession seems to be a pejorative issue in itself. Well-established long ago and in a different political reality, the patterns have long been postponed ad acta. Taxi corporations are outdoing each other in the fight for the customer, there is no way to approve of any driver offenses. Individual incidents of bad behavior of some drivers should be associated rather with the individual characteristics of human characters, but these are in every profession.
